Handicap International is an international organisation specialised in the field of disability.  Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International’s actions and campaigns.

 

Country context :

The main projects carried out by Handicap International in Sri Lanka today are : physical rehabilitation projects, emergency response in conflict affected area and social inclusion work.

 

Job context:

The general administrative Coordinator is based in Colombo. He has to manage 12 administrative staff on 5 offices : Colombo coordination office and 4 field offices (Batticaloa, Ampara, Hambantota, Trincomalee).

Job description  :

The GAC has to be able to supervise a national team in order to give the persons more autonomy. He has to train the staff and develop their competencies.

 

General objectives:

q       To assure the programme’s administrative, human resources and financial management, under the responsibility of the Field Programme Director.

q       To ensure that the country’s legal framework is respected and that the administrative framework defined by head office and the rules specific to the programme are applied, with the constant aim of defending the association’s interests and ensuring the correct utilisation of resources.

q       To ensure sufficient autonomy of administrative teams to ensure a successful merge of administrative and logistics coordination after 1 year.

 

Specific objectives :

·          Maintain and develop the administrative organisation and an operating framework 

·          Ensure a proper administrative management of the human resources

·          Ensure the set up of an activity of Human Resources development

·          Ensure that local legislation is respected and that a legal framework is established

·          Assure the management of financial resources

·          Assure effective communication and external relations in his field

·          Assist the Field Programme Director

 

Post constraints :

This post requires on average 40% time in the field outside Colombo, with possible missions outside Colombo of several weeks.

 

Profile sought :

  • More than 1 year experience in the same position, ideally with Handicap-International
  • Previous experience in team management
  • Ability to cope with high workload
  • Pedagogy: ability to train the staff & develop their competencies.

  • Adaptability & Initiative
  • Relational skills with the team & external interfaces
  • Readiness to work in a country in a war situation

 

Languages : English and French

 

Remuneration : Volunteer or salaried status based on experience

 

Length of Mission : 2 years
