Zambia – 6 months

 

Handicap International is an international organisation specialised in the field of disability.  Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International’s actions and campaigns.

 

Country context :

The landmine situation in Zambia mainly results from contamination coming from bordering countries which were using Zambia as a secure retreat.  Anti-personnel and anti-vehicle landmines were disposed around campsites and on strategic border checkpoints.

The Zambia Anti-personnel Mine Action Centre (ZMAC), created as early as 2001, acts as coordinating and implementing arm of mine action operations in Zambia.

 

Job context :

Zambia needs to have a better knowledge of its mine/ERW contamination overall and has requested, through UNDP’s assistance, that an international operator (HI) assists in surveying the issue across the country. The global objective of the 6-month survey project proposed by HI thus consists in helping Zambia improve its knowledge of its mine/ERW contamination, so it can better plan and prioritize resources and activities to meet its Mine Ban Treaty obligations as well as longer-term development goals.

 

The specific objectives are two-fold:

1. Provide standardized and reliable data on the presence and the impact of landmines and ERW in the visited communities of Zambia.

2. Reduce the threat of mine/ERW to the affected communities through Community Liaison/MRE and where time and capacity allow, through Explosive Ordnance Disposal (EOD), Area Reduction, Marking, Demining.

The project team will consist of:3 expatriate HI staff (+ 4 support missions), 11 local HI staff, and up to 40 Zambian civil servants (both civilian and military) seconded to the project under a partnership agreement.

 

Post constraints :

* Very quick start-up phase with big stakes and workload on administration and logistics.

* Collective accommodation for three permanent expats and support missions, in a most probably in a single HI house Office integrated at the ZMAC.

 

Job description  :

Based in Lusaka, Republic of Zambia, under the responsibility of the Project Manager, you participate in the project set-up and day-to-day running of activities, both in terms of administration and logistics.

1. Administration :

Establishment of the administrative and operating framework of the organisation

            Administrative management of human resources

Management of financial resources

2. Logistics :

Local Procurement

Receipt of shipments

Assets and infrastructure management

Fleet management (around 9 cars and 2 trucks)

3. Communication and reporting

 

Profile sought :

Hands-on experience in similar positions and projects (emergency/start-up) in a humanitarian organization

Excellent organizational and coordination skills

Ability to work under stressful circumstances

Excellent negotiation and adaptation skills to multi-cultural environments

 

Languages :

Fluency in English and in French.

 

Remuneration :

Volunteer or salaried status based on experience

Volunteer : 750 or 850€ + allowance, accommodation, medical coverage and insurance

Salaried : 1960 to 2150€ monthly gross salary + benefits

 

Length of Mission : 6 months

 

Start date : between 01/11/2007 and 15/01/2008 (depending on donor requirement)
