Handicap
International is an international organisation specialised in the field of
disability. Non-governmental, non-religious, non-political and non-profit
making, it works alongside people with disabilities, whatever the context,
offering them assistance and supporting them in their efforts to become self-reliant.
Since its creation, the organisation has set up programmes in approximately 60
countries and intervened in many emergency situations. It has a network of

This partnership also enabled
Handicap International to develop projects, to reach out to people with
disabilities during a first period from February 2005- January 2006 and in a
second period from April 2006 up to June 2007. These last period activities
have been implemented through the offer by HI Physiotherapists of rehabilitation
services (treatments, mobility aids, home adaptation) in 12 Primary health care
centres (Aceh Besar, Bener Meriah and Aceh Tengah) and its attached villages.
Further to the activities
described above the aims of this project are to:

Support the offer of othopaedic devices for persons in
needs in Aceh through the
§
Support the perpetuation of access to basic
rehabilitation services and support the raising PWDs identification and referral.
Both at
community level in 3 districts (Aceh Tengah, Bener Meriah and Aceh Besar).
In addition to the rehabilitation activities, a project supporting the
inclusion of persons with disabilities has started in June 2006 and will end in
May 2009. The project develops 4 mains activities:
Awareness, Accessibility, Livelihood
and Support to DPO’s (Disable people Organisation)
Post constraints: The post requires
frequent travel within Aceh province and monthly travelling to HI country

Job description:
The Provincial Programme
Coordinator based in Banda Aceh and he will line manage two Projects
Coordinator, one Project Manager, an Administration Officer and a Logistics
officer and will report to the Programme Director.
General objectives:
-
Steer HI projects in Nanggroe Aceh Darussalam (NAD) with a view to establishing
in the mid-term a Community Based Rehabilitation (CBR) programme.
-
Co-ordinate HI activity to ensure consistency, effectiveness and
sustainability, in close co-operation with national and international partners
and Liaise with other provincial programmes in

Ensure overall co-ordination and communication among
HI units in the field (project, administration, logistics, etc.)
Þ
Supervise and ensure projects implementation in
co-operation with the project managers
Þ
Participate in the development of project strategies
(develop plan project, design project proposal and funding applications),
Develop and manage partnerships with local associations, authorities and
service providers to increase quality and quantity of services
Þ
Develop with any team member under her/his supervision
clear plans of action and specific strategies (financial, technical, logistic,
etc.)
Þ
Monitor programme activities, establishing
communication and reporting systems between provincial programme team members
and units
Þ
Ensure that HI procedures and mechanisms are respected
by the different team members and programme units, establishing clear
priorities among different demands on staff and resources. Ensure smooth and
efficient management of HI Aceh programme (budget follow-up, human resource
development, funding strategy). Adopt security procedures for the provincial
programme in accordance with national security guidelines

Identify partners among Disabled People Organisations,
local movements and service providers, to develop disability networks and
mainstream disability across Aceh reconstruction and rehabilitation programme.

Network with national government bodies in Aceh and
Acehnese local authorities, with emphasis on policies relevant to PWD’s.

Lead the preparation of monthly and quarterly reports
from the different programme activities, including administration and logistics
and report to donors funding provincial activities.
