possible for the 30-day consultation to be split between time in |

HIUK intends to develop a project working through
local partners to implement a response to HIV/AIDS which is accessible to
persons with disabilities. In collaboration with its two main local partners in
Burundi, Handicap International (French section) and the Alliance Burundaise de
Lutte contre le SIDA, HIUK has developed a first stage project proposal “Access to HIV services for disabled people in
Burundi” which received approval from the donor, the Big Lottery Fund. At
present, HIUK has received a development grant so that a second stage project
proposal that matches the donor requirements can be developed. The consultant
will be working alongside HIUK’s Programme Support Officer, the project
partners and HI’s technical staff to develop the second stage of this
application. The consultant will also be responsible for organising a workshop with all relevant stakeholders to refine the
programming and the planning of the project, and will liaise with authorities
to define all the mechanisms of collaboration between the project and the
relevant Ministries.
Objectives
The main objective consists of developing the second
stage of the proposal document so that it fully matches local needs, the donor requirements
of the Big Lottery Fund and HIUK’s requirements by the end of November
Outputs
Under the guidance of the HIV/AIDS technical advisor
for Handicap International and the Programme Support Officer, the consultant
will perform the tasks indicated below. The consultancy will result in the following
outputs:

Develop
a comprehensive monitoring and evaluation system in collaboration with the
project local partners and main stakeholders (local NGOs providing HIV
services, Disabled Peoples’ Organisations, public agencies, etc.);

Develop
a 30-page business plan;
·
Draft
the full project proposal (stage 2) which is compliant to Big Lottery Fund and
HIUK’s requirements;

Set
up partnership agreements with project partners;
Required qualifications
·
Postgraduate
degree, preferably in social / economic sciences, or public health;
·
Extensive
work experience, preferably in development aid with significant experience
working as a consultant;
·
Strong
expertise in proposal writing and business plan development;
·
Solid
practical experience working on HIV/AIDS interventions;
·
Excellent
written and oral English and French language skills;
·
Ability
to work with people of different language and cultural backgrounds;
·
Excellent
organisational skills and be comfortable in field environment;
·
Ability
to work with short deadlines;
·
Computer
literate. You will be using Word, Excel and the Internet extensively.
Strongly preferred
·
Previous
experience working in Sub-Saharan Africa;
·
Previous
practical experience intervening with the Big Lottery Fund;
·
Knowledge
of the disability sector an asset
Along with the
fees, the consultant will also be offered a per diem during their time in
