“Deputy Programme Director”

ETHIOPIA – DIRE DAWA – 2 YEAR, ASAP

Handicap International is an international organisation specialised in the field of disability.  Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International’s actions and campaigns.

 

Country context :

Twice as big as France, Ethiopia is a federal state in the Horn of Africa in which different ethnic groups (80) and religions (50% Christian and 50% Muslim) cohabit in relative harmony. Ranked 176th out of 182 according to the UNPD’s human development indicator (2002), Ethiopia is one of the world’s poorest countries.

Job context:

Handicap International’s first projects in Ethiopia were launched in 1986 and focused on community-based rehabilitation for people with disabilities (rehabilitation, socio-professional reintegration and awareness raising, and income-generating micro-projects.) Refugee populations (Somalis in the East and Sudanese in the West) gained access to rehabilitation services.

A programme review in June 2004 outlined the programme’s strategy for the following five years ;   promoting and defending the rights of people with disabilities and/or with HIV/AIDS, based on a regional approach.

HI is currently running 4 projects : Legal protection for people with disabilities (Addis Ababa), Functional rehabilitation (Jijiga/Harar), Support to Disabled People’s Organisations (Dire Dawa) ; an Ethiopia/Somaliland cross-border AIDS-control project (coordinator based in Dire Dawa).

 

General objective :

To coordinate and develop the projects, represent HI in the regions in the East of Ethiopia (Dire Dawa and the Somali Region ) 

Under the line management of the Field Programme Director (FPD), the deputy will be based in Dire Dawa where most of the activities are concentrated. He/she will line-manage :

-the expatriate HIV/AIDS project coordinator ( or the national project manager in her absence)

-the “Town and Disability” project manager

-the logistics coordinator

-the site administrator

 

Job description  :

Implementation of activities : With reference to the relevant action plan, supervise and ensure the implementation of the projects in close collaboration with the project managers; ensure the objectives and activity timeline are adhered to; ensure quality control.

To coordinate and supervise the human and financial resources and administrative running of the Dire Dawa site : Assessments and IAP, accounts controls and validation of expenditure, compliance with procedures…

Administration and Logistics : To ensure procedures are complied with and control expenditure (in liaison with the logistics and administrative departments),  validate HR policy with the Addis Ababa office. To assist with the development of HR policy (training, monitoring), in liaison with the Addis Ababa office.

Team management and other : To supervise and develop each department’s action plan. To lead team meetings and facilitate links between services. To contribute to developing the programme’s communication strategy, in liaison with the FPD. To maintain relations with the authorities (at regional level) and the different regional actors.

 

The Deputy FPD replaces the FDP during his/her absence (leave, training, visits to head office, trips to other programmes and other absences) and a mandate will be drawn up and signed on each of these occasions.

 

Post constraints :

Post based in Dire Dawa with frequent trips to Addis Ababa and Jijiga or elsewhere, depending on how activities develop. Individual or collective accommodation in Dire Dawa depending on family circumstances, HI Guest House in Addis Ababa.

Security : In 2005, Ethiopia went through a period of instability during the parliamentary elections in May of that year. Calm has been restored, but we need to keep a close eye on political developments over the coming months/years.

The situation in Jijiga is very unstable, mainly due to Ethiopia’s military involvement in Somalia.

Travel : No special constraints in town. Outside of town, security rules should be strictly observed.

There are daily one-hour flights with Ethiopian Airlines between Jijiga and Addis Ababa and Dire Dawa and Addis Ababa.

Ability to supervise a project - essential

Interest and aptitude for project writing ( reporting and project documents) - desirable.

           

Personal skills : Organisation, patience and diplomacy, good interpersonal skills, pedagogy, autonomy

 

Languages : French and english

 

Remuneration : Volunteer or salaried status based on experience

Volunteer : 750 or 850 euros per month + advantages linked to our conditions of engagement

Salaried : 2250 to 2450 depending on experience + advantages linked to our conditions of engagement

 

Length of Mission : 2 years

 

Start date : asap
