Job Context :
In Iraq, Handicap
International has been working in the central governorates, and particularly in
Baghdad area from May 2003 until the end of 2004. HI has been developing Mine
Risk Education (MRE) projects, Mine clearance projects and physical
Rehabilitation projects.
The deterioration of
security situation forced HI to cancel planned geographical extensions of
activities, to reduce the team and to modify its modus operandi. HI actions in
Central & South Iraq run now through a close partnership with the Iraqi
Health and Social Care Organisation (IHSCO). This local Iraqi NGO (composed
of formal HI members) shows an extensive expertise related to Mine Risk Education (MRE) for Iraqi communities
affected by mines and unexploded ordnance, Victim survey (VS) to report on
mines and unexploded ordnances (UXOs) effects on civilians and the related
Victim’s assistance.
HI & IHSCO have
recently decided to extend their joint actions through a new project that aims
to support People with Injury/Disability and their families, especially through
provision of prosthetic appliances and distribution of assistive devices. This
project strongly relies on existing information on this population, information
which is currently strewn in different format of collection and consolidation
within not only HI and IHSCO but also others Disabled People organisations
(DPOs) and Community Based Organisation (CBOs) in Iraq that have conducted
their personal survey through their own data collection system. In order to
obtain reliable information, HI & IHSCO aim to joint their efforts to build
a more reliable tool through the enhancement of IHSCO current database, and if
possible, the use of a common format of data collection:
Through its victim’s survey data
collection, IHSCO since 2004 allowed to get in touch with more than 10 000
mines victims in six governorates: Baghdad, Diyala, Babylon, Kerbala,
Muthana and Thi Qar Governorates. To achieve this activity, IHSCO has been
using different standards such as IMSMA1 (designed for mine risk
education) or the current Epi-InfoTM 2 suite.
Actually, 3 different
formats of data collection have been used:
§
4000 victims non registered, still on paper sheet
§
6000 victims within 1 database designed by IHSCO itself, in
Excel format, all in Arabic language
§
200 victims within 1 database using the common standard Epi
InfoTM which is built in Access format.
IHSCO is employing a
database manager to register the information, and to maintain their database.
This database manager has been trained in basic Epi InfoTM features.
