On July 1, 2006, Handicap International and Atlas Logistique merged, as this was the most appropriate legal solution to ensure cohesion and continuity between emergency, post-emergency and development interventions. Since then, both structures are joined in the same legal entity “Handicap International”, but each preserves its main operational characteristics.

A Rapid Response Team was then set up, built around the Atlas Logistique team and its mode of organisation, and relying on a new Emergency and Post-Emergency Interventions Framework, which describes the common sphere of activity and its operational management.

To complete its mission, namely piloting and managing the emergency and post-emergency operations of the NGO and supporting other programs in the development of disaster preparedness initiatives, the Emergency Response Department needs to supplement its present team, and thereby attain its target organization.

 

Project Manager– IRAK in Erbil (Kurdistan)

 

Based in HI Erbil, Northern Iraq office and under the responsibility of the Head of mission, with responsibility for survey teams in Erbil, Dohuk and Sulymania governorates of Northern Iraq, (s)he will be in charge of :

Developing and sustaining capacity for Mine Risk Education through providing information to MRE implementers to improve their provision for identified at risk groups

 

To measure the impact of the MRE projects within the general population.

To assess the current Knowledge, Attitudes and Practices towards the Landmines/ UXO risks within the targeted population of Northern Iraq.

To adapt an appropriate MRE strategy with the intention of assisting UNICEF, mine action centres and the mine action NGOs with information.

 

Job Context :

In Iraq, Handicap International has been working in the central governorates, and particularly in Baghdad area from May 2003 until the end of 2004. HI has been developing Mine Risk Education (MRE) projects, Mine clearance projects and physical Rehabilitation projects.

The deterioration of security situation forced HI to cancel planned geographical extensions of activities, to reduce the team and to modify its modus operandi. HI actions in Central & South Iraq run now through a close partnership with the Iraqi Health and Social Care Organisation (IHSCO). This local Iraqi NGO (composed of formal HI members) shows an extensive expertise related to Mine Risk Education (MRE) for Iraqi communities affected by mines and unexploded ordnance, Victim survey (VS) to report on mines and unexploded ordnances (UXOs) effects on civilians and the related Victim’s assistance.

Following an evaluation mission in March 2007, a new strategy has been defined in order to extend our activities in Iraq.

 

For Central and South part of Iraq :

The project aims at increasing the geographical coverage of our current activities in Bagdhad but also to increase the opportunities for people with disability / injury to access appropriate existing services both in their location but also through referral to northern Kurdish services. It aims at developing a network of referral kurdish services and build their capacities in order to increase the quality of care. All these activities will be coordinated and facilitated through a Disability Focal point based in Erbil

 

For Kurdistan :

The set up of a resource centre in Erbil in partnership with local disabled persons organisations aimed both at empowering and developing access to services for Kurdish persons with disability but also a key player for the activities implemented in central and south Iraq.

 

Since mid may 2007, a team is based in Erbil in order to open the mission and to start launching activities.

 

 

Post constraints:

The main base is located in Erbil where life conditions are under security strict rules.

 

Education:

-          Knowledge and experience on project evaluation

-          Knowledge on prevention methodology and tools

-          Knowledge and experience in Iraq will be appreciated

-          Writing and reporting capacities

-          English mandatory (working language)

 

Experience:

Capacity to work independently and without constant supervision

High flexibility and commitment to team work

Capacity to transfer knowledge

Good interpersonal and communication skills

 

Contract duration:                             6 months.
