On July 1, 2006, Handicap International and Atlas Logistique merged, as this was the most appropriate legal solution to ensure cohesion and continuity between emergency, post-emergency and development interventions. Since then, both structures are joined in the same legal entity “Handicap International”, but each preserves its main operational characteristics.

A Rapid Response Team was then set up, built around the Atlas Logistique team and its mode of organisation, and relying on a new Emergency and Post-Emergency Interventions Framework, which describes the common sphere of activity and its operational management.

To complete its mission, namely piloting and managing the emergency and post-emergency operations of the NGO and supporting other programs in the development of disaster preparedness initiatives, the Emergency Response Department (DAU) needs to supplement its present team, and thereby attain its target organization.

Job Context :

A great concern for Mine Action is the large numbers of people displaced by the conflict who are now returning to their home areas following the signature of the CPA.

Due to lack of information about the risks related to landmines and UXO, Handicap International aims at addressing the issue of landmines and UXO in Malakal. Moreover, the influx of returnees in Malakal stretches the resources of the local people. The assessment conducted by HI in October 2006 confirmed the need to provide MRE in Malakal (10,5 km minefield surrounding the eastern part of the town and serious risks taking behaviours witnessed among the population) and outskirts where to date 85 Dangerous Areas (DA) have been identified by UNMAS.

This Mine Risk Education project seeks to prepare the local communities and the returnees in order to know how to behave safely in dangerous environments polluted by landmines and UXO while carrying out their daily activities in link with other mine action activities (if any) and resettlement and peace builing activities.

The Project will target all the people in Malakal town and surroundings as well as new returnees before they proceed to their last destinations and, the resettled returnees living in high returning areas and/or dangerous areas. Special emphasis will also be put on women, children, and young adults who are often most affected and not aware of risks related to landmines and UXO in their daily lives.
