On July 1, 2006, Handicap International and Atlas Logistique merged, as this was the most appropriate legal solution to ensure cohesion and continuity between emergency, post-emergency and development interventions. Since then, both structures are joined in the same legal entity “Handicap International”, but each preserves its main operational characteristics.

A Rapid Response Team was then set up, built around the Atlas Logistique team and its mode of organisation, and relying on a new Emergency and Post-Emergency Interventions Framework, which describes the common sphere of activity and its operational management.

To complete its mission, namely piloting and managing the emergency and post-emergency operations of the NGO and supporting other programs in the development of disaster preparedness initiatives, the Emergency Response Department needs to supplement its present team, and thereby attain its target organization.

 

Rehabilitation project officer– BENGLADESH in Mathbaria (Pirojpur district)

 

Located in Mathabaria Upuzila, Pirojpur district) , under the responsibility of the Field Program Manager and he/her will be in charge of a rehabilitation project and livelihood program distributiont:

 

The project aims to build or rebuilt about 700 houses according to the drawing made by the assessment team. He/her will be coordinating the activities through community cash for work and will supervise the livelihood and education national staffs.  

 

1/ Manage an emergency reconstruction program)

- Manage as Identify and design the project and the strategies with the project team, and in collaboration with the partners.

- Determine the methodology to be used in the project.

- Plan the different stages and tasks involved in realising this project and draw up a project action plan.

 - Direct the implementation of the project and project monitoring procedures.

- Write the activity reports related to the project .

- Manage the project’s logistical and material resources.

- Co-ordinate between all the project’s internal and external interfaces.

- Communicate on the project’s activities with all of the partners involved in this field of activity..

 

2/ Direct the project team 

- Draw up the job profiles and validate recruitment for the local staff in collaboration with the implementing partner

- Draw up individual action plans (IAP) for each team member. 

- If necessary, train the team in any methods, approaches or technical aspects useful to the implementation of the project..

- Plan, prepare and chair team meetings.

- Assure effective communication within the team.

 

3/ Assure the project’s technical framework 

- Direct the project’s quality approach in terms of realisation and impact. Identify any technical or documentary resources or additional skills for guaranteeing the quality of the project.

- Collect and formalise the tools and methods developed within the project framework.

 

 

  Job Context :

Cyclone Sidr, Bangladesh's worst disaster in years, killed at least 3,260 people and injured another 40,000.The devastation includes: over 1.4 million homes destroyed or damaged; at least 1.25 million livestock killed; 2 million acres of cropland damaged; roads and coastal embankments destroyed, and educative system has been stopped.

Few weeks after the disaster, basic needs are now generally covered (food distribution, healthcares, water and sanitation issues).

The main challenges remain the return to decent housing conditions, the restoration of livelihoods security and the rehabilitation of the education system, in order, for the population, to come back to a “normal life”.

The concept of the project is to develop a holistic approach enable Handicap International to support the population (vulnerable affected people and people with disability) in term of housing, livelihoods security and education (3 components linked together) in order to improve in a global way people’s life conditions, after SIDR disaster.

This project aims to reach the overall Bhaijora community, and more especially 700 families (4000 persons), the approximated number of very affected families in this location, with a special focus on disability issues.

- In term of housing, this project will support the rehabilitation of 700 houses.

These houses will be built in accordance with the general governmental guidelines, fixed after SIDR cyclone, promoting better and more secure housing conditions as well as a cultural respect and material recycling.

Furthermore, all people with disabilities’ houses will be made accessible.

A “Cash for Work Process” will be developed in order to involve the community and families in this rehabilitation phase, and at least 1 person of each family will be involved in the building or reparation process of his/her house.

- In term of livelihoods, Non Food Items and livelihoods kits will be provided to these 700 beneficiary families giving them the possibility to restart their income generating activities (especially farming and fishing).

A social and economic reinforcement process, through a strong monitoring at family level, will be developed in order to support the most affected families and people with disabilities in their day to day activities.

Finally, assisted devices will be provided to people with disabilities in order to improve their abilities of movements and then the development of their income generating activities.

- In order to restore this community educative system, this project will ensure the (accessible) reconstruction/reparation of these 2 schools and will provide appropriated educative materials.

This will be done in collaboration with the local educative actors and authorities.

Teachers will be targeted in order to get the means to run their courses and play fully their educative role.

A special support will be given to the most vulnerable families and people with disabilities in order to motivate them to send back their children to school.

Finally, a global awareness campaign on education will be set up at community level in order to mobilize Bhaijora community around this issue.
