Handicap International is an international organisation specialised in the field of disability.  Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International’s actions and campaigns.

 

Country context:

Cambodia is a country of 14 million inhabitants, of which 50 percent are under 18 years of age. The majority of Cambodians live in rural communities (81 percent). The number of PWD is estimated to be 4.9 percent of the population. There is a constitutional monarchy since 1993 and the state religion of Cambodia is Theravada Buddhism.

Cambodia faces important health problems. With 4-6 millions land mines/UXO still hiding, Cambodia is one of the most affected countries in the world. The toll of mine/UXO direct living victims is currently estimated up to 40,000 people, 50% of them amputees. Anyway, the rehabilitation centres observed for several years a drastic increase of road accidents, congenital diseases in lieu of mines/victims. Some new and high prevalences as diabete one, CMH - disabilities consequences have appeared or confirmed. The HIV - AIDS prevalence has very well decreased but remains questionable for the disability group.

 

Job context:

Handicap International Belgium works in Cambodia in the fields of mine clearance, road safety and rehabilitation. For its part, the French section of the organisation has been involved since 1991 in a wider course of action focusing on the after-effects of the war and the alleviation of poverty. Since 2002, it has turned its attention back to dealing with disabilities and has taken over the management of two functional rehabilitation centres. The Cambodia programme is now working in the capital Phnom Penh, and in the three provinces of Battambang, Kompong Cham and Sihanouk Ville.

The Cambodia mission is currently reviewing its strategy for 2008 - 2011 and will intend to define some orientations for the health domain: prevention of disabilities, chronic diseases (diabetes and HIV-Aids), specific projects with DPO’s organisation, development of training activities. These orientations will give the possibility to the new coordinator and the health team to plan, develop and propose new projects for the future during 2008.

 

Job Constraints:

The position is based in Phnom Penh and will require frequent travelling to provinces.

 

Job description:

Under the direct supervision of the Field Programme Director, the Health Domain Coordinator will have overall responsibilities in the management (operational, human resources (recruitment and follow up of his/her staffs), fund-raising/finances and communication) of 2 teams. The HDC is answerable for implementation of validated operating procedures within her/his domain.

 

Profile sought:

 

-          Master degree in any social science (public health is a plus) or the related professional experience supporting an ability to analytical thinking;

-          Strong autonomy, initiative and sense of responsibility;

-          Proficiency in self-governed project cycle management: exploratory missions, programming with partners; project proposal writing, including logical framework and budget; monitoring; evaluation

-          Ability to foster creative team work within the teams and with the partners;

-          Knowledge on sustainability issues (negotiations, equity funds...)

-          Ability to engage in project management: operations, finances & fund-raising, human resource management and communication, both internally and externally

-          Experience in the management of development projects in the health/rehabilitation sector;

-          Previous experience in partnership with DPO’s or work with PWD’s  is a plus

-          Experience of Asian countries;

 

Languages: English proficiency is essential for project documentation and oral communication with the teams and the partners

 

Remuneration: Volunteer or salaried status based on experience

 

Length of Mission: 2 years minimum

 

Start date: March 1st 2008
